About PAL
The Public Administration Library (PAL) is a department of Cleveland Public Library located in City Hall. PAL is the official depository of all city publications and reports, and houses the most complete collection of material on Cleveland city government available anywhere.
History & Architecture
Established in 1912, the Public Administration Library is one of the oldest municipal reference libraries in the country.

The Willard Park Garage is directly behind City Hall. Various lots and metered street parking are in the area.
Special Features
- The Public Administration Library serves the reference and informational needs of city government officials and the public through a comprehensive collection of books, documents, periodicals, and serials on every phase of municipal government.
- As a Federal Depository Library, public access to the government documents collection is guaranteed by public law (Title 44 United States Code).
- Government Documents materials are available to all patrons regardless of age by contacting staff in-person or via email, phone, or correspondence.
- Out-of-state patrons may view materials in-house and should contact the department prior to arrival to ensure that specific titles are readily available or can be requested from storage.
